Welcome to Salem Unit 2’s Fall 2012 Refueling Outage.
 
My name is Bill Breen and I'll be the Bartlett Site Coordinator for the Salem Unit 2 outage this October. I'm looking forward to working with those of you I've worked with in the past, and also to meeting those I don't yet know.
BADGING REQUIREMENTS
 
If you have greater than 25 days between the last time you held unescorted access and your start date at Salem, you must complete a Personnel History Questionaire (PHQ) and return it to PSEG Security Badging prior to your report date.
The PHQ must be completed and dated no earlier than 25 days prior to your start date, and must be returned as instructed no later than 14 days prior to your start date.
 
If you've been badged within 25 days of your Salem start date, you DO NOT have to complete an advance PHQ.

ABOUT THE FALL 2012 OUTAGE
 
The outage is tentatively scheduled to begin October 14TH, and last approximately 24 DAYs. BNI will bring in SHP techs (ANSI 3.1), JHP techs, and Decon techs. Ramp-up for the outage will begin early October.
 
       Prior to the outage, you will work 5-8’s with the possibility of overtime once you are badged and have completed qualifications. For those of you reporting for the later staffing dates, training days may last up to 12 hours. During the outage, we plan to work 2 shifts of 6-12’s.

Transportation Requirements: It's a requirement that each employee have their own transportation to get to and from work. If you have any issues regarding transportation, I need to know at least 2 weeks prior to your start date. If you show up without adequate transportation, you risk having a scheduling issue that I can't fix.

Shift preference, requested SDO's, and other scheduling requests:  In an attempt to accommodate everyone as best as possible, I need to know about any scheduling needs or requests you might have. If you're traveling with someone and need to be on the same shift or you have other legitimate requests, please inform me at the earliest possible time what your request is and why. You can contact me by email at billbreen74@yahoo.com . I'll make every attempt to honor your request but as you know sometimes it may not be possible. Schedules are developed in the weeks prior to the outage and I may not be able to meet your needs if I'm unaware of them until your report date. Routine scheduling requests will be considered based on the order they're received.

ABOUT THE PLANT

Salem Unit 2 is a four-loop Westinghouse PWR rated at approx. 1200 MWe, and went on line in 1981. It is owned by Public Service Enterprises Group (PSEG) and Exelon Generation and is operated by PSEG. Salem unit 2 shares it’s “Artificial Island” site with Salem Unit 1 and the Hope Creek BWR plant. Artificial Island is located on the eastern shore of the Delaware River, six miles NW of Hancocks Bridge, about 11 miles SW of Salem, NJ, and about 35 miles SW of Philadelphia.
REPORTING INFO

You should report for work to the on-site PROCESSING CENTER at 6:00 AM. 

 

The Processing Center is located at the east end of the main paved parking lot, directly across from the site security entrance. It's the 1st building on your left as you enter the parking area at the end of the access road. You can contact me if necessary at (774) 454-8251.

 

PARKING IN THE MAIN LOTS IS OPEN TO EVERYONE, ON A 1st COME - 1st SERVED BASIS, (EXCEPT FOR A FEW POSTED RESERVED SPACES).

 

Please pay attention to the speed limit on the access road, and DO NOT PASS USING THE CENTER LANE. The local Lower Alloways Creek police force patrols the access road and will occasionally set up speed traps there. In New Jersey the rural speed limit is 50 mph and the urban speed limit is 25 mph, unless otherwise posted. The speed limit on the access road is 50 mph until you arrive at the owner controlled property, where it is reduced to 25 mph as you enter the site. Also, please remember that it is now illegal in New Jersey to drive while talking on a phone unless the phone is hands free.

WHAT YOU'LL NEED

       You may need ID in order to complete an I-9 form. This is a form required by the Department of Homeland Security to be completed at the time of employment. You can use a passport, or 2 other forms of ID that are listed on the reverse of the form (Examples include a valid driver’s license or a school or government issued ID card along with a social security card or an original/certified birth certificate).

       Have your lifetime dosimetry records available if possible, and know your current year dose or bring your dose estimate records with you. You must be able to provide a lifetime and current year dose estimate, and know where you have received your current year’s dose.

       Senior HP techs must take the Nuclear Utilities Fundamentals Exam (NUF) and pass with a grade of 80% or better, unless you are either an active NRRPT member or you’ve taken and passed the NUF within the past 4 years. NRRPT active membership and prior test results must be verified, so bring your NRRPT certificate with you, or know where and when you last passed the NUF, in case it is not recorded in PADS. If we cannot verify your status, you will be required to take the test near the start of your training. The test is administered by computer through NanTel. JHP techs are not required to take the NUF, however if you are close to becoming a SHP and want to take the test, let me know and I’ll arrange for you to take it, time permitting. If you need study materials, there is a link on the outage list page at www.bartlettinc.com, or you can use your own user ID and password on www.nantel.org

PPE & SCRUBS

       Hard hats and safety glasses will be provided, however if you have your own favorites, they are acceptable as long as they meet ANSI standards. Bartlett requests that you help the environment by keeping your hardhat between outages and re-using it. A variety of eyeglass side shields are available on-site, but your prescription glasses must be ANSI safety glass approved. Safety shoes are recommended but not required. Your work shoe must have a sturdy leather upper with a defined heel. No sneakers style shoes (unless they are ANSI safety shoes) or open toed shoes will be allowed.

       Scrubs are no longer available on-site. If you have your own, you are encouraged to bring them. You may also wear shorts and tee shirt as modesty garments under PC’s. Once on-site, you may wear scrubs to and from work if you desire. Please do not wear scrubs or shorts to work during the training phase.

IBEW Local 94

       You will be required to affiliate with the IBEW union local 94 within 30 days of employment. If you have been affiliated with ANY IBEW local in the past, bring your membership card or know when and where you were previously a member. Past affiliation will allow immediate re-affiliation, and will waive the initiation fee.

MISCELLANEOUS NOTES

       Please note that there are very few places off site that you can drive to within your 30-minute lunch break during training, but the cafeteria in the Learning Development Center building is within walking distance during training. Once on-site, there is a cafeteria that serves breakfast and lunch, and once the outage begins, it serves the backshift.

       Bank runs and other off-site errands will be difficult to accommodate during the first few days of training, especially for non-returnees, as the in-processing schedule for those days is fairly tight.

DRIVING DIRECTIONS

Directions from Delaware to Motels in Carney’s Point, NJ:

Follow 95 to 295 N. across the Delaware Memorial Bridge.

Follow 295 N. approx. ½ mile across the bridge, and stay in 295 N. lane.

Take exit 2 B-C and then bear right onto exit B.

The 1st traffic light is the intersection of Auburn Rd. and Rt. 540, and the motels are located nearby.

 

To The Hampton Inn or Super 8:

Take the 1st exit after you cross the bridge (you’ll want to get into the right hand lanes as you cross the bridge). The Hampton and Super 8 is an immediate right as you leave the exit and get on Rte. 49.

 

Directions from Carney’s Point Motel area to Plant:

Get on Rt. 540 East (Turn left from Holiday Inn Express or Wellesley Inn; Turn right from Quality Inn or Friendship Motor Inn). This will turn into Rt. 45 after approx. 7 miles, (as you pass the Salem Memorial Hospital). Follow Rt. 45 to the 2nd traffic light (in downtown Salem). Turn left onto Rt. 49 (Broadway St.). Follow Rt. 49 to the 2nd traffic light (Yorke St.), turn right, follow into Hancocks Bridge, and at the end of the road, turn right onto the plant access road (about 4.5 miles long). Takes about a half hour to get to site.

 

From the Hampton Inn or Super 8:

Turn right onto Rte. 49 as you exit the motel and follow Rte.49 through Pennsville. Continue straight on Rte. 49 past the Wal-Mart, and at the 1st light AFTER Wal-Mart, you’ll leave Rte. 49 by going straight through the light. At the 4th stop sign, turn right onto Yorke St. and follow it into Hancocks Bridge. At the end of the road, turn right onto the plant access road (about 4.5 miles long). Takes about a half hour  to get to site.

 

Directions from Vineland Motel area to Plant:

Head west on Landis Ave. (Rte 56) for about 9 miles. Take the sharp right onto Rte 77 for about 5 miles. Turn left onto CR 540 for 5 miles. Continue to go straight onto CR 667 (Pecks Corner Rd.) Cross Rte 49 and follow CR 667 (Pecks Corner Rd.) for about 6 miles. Go straight through the stop light in Lower Alloways Creek, then turn left at the stop sign. Continue straight through the stop light onto the plant access road (about 4.5 miles long). Takes about 45 minutes  to get to site.

 

Directions from Bridgeton to Plant:

Head west on W. Broad St. (Rte 49) for about 8.5 miles. Turn left onto CR 667 (Pecks Corner Rd.) and follow CR 667 (Pecks Corner Rd.) for about 6 miles. Go straight through the stop light in Lower Alloways Creek, then turn left at the stop sign. Continue straight through the stop light onto the plant access road (about 4.5 miles long). Takes about 40 minutes  to get to site.
