Parking & Bus Service Implementation: Effective Wednesday, Jan. 4

As you have likely realized by now, parking at the Robinson site is not sufficient to accommodate routine, recovery, and outage resources.   For this reason, we need your assistance, patience, and cooperation over the next few months as we implement an alternate parking strategy. 

 

We currently have over 900 personnel entering the site daily and are expecting an additional 1,000 workers in January to support the outage. We have selected Annett Bus Lines to provide shuttle service between the offsite satellite parking and the plant beginning in January for contract personnel badged after Jan. 3.  This action will prevent a backup of vehicles on the highway and ensure personnel safety is maintained when approaching the plant access road.

 

Beginning on Wednesday, Jan. 4, new contractors will be required to use the offsite satellite parking located at the Newsome Parking Lot (731 South 5th Street, Hartsville, SC) and be transported to the plant site.  The Hartsville Police Department and Robinson Security Officers will be posted full-time at the offsite parking area.  Any contractors and/or visitors arriving for in-processing at RNP will also be required to use the offsite parking location and bus transportation to the site.    Photo Identification will be matched with the SSIS expected daily arrival list prior to boarding.

 

Who will be permitted to park onsite:

  • PGN employees who possess a RNP Nuclear Security/PAA issued badge (white background)
  • PGN employees who possess a Corporate Security issued badge 
  • Badged contractors who possess an ‘RNP Outage Parking Pass’
  • Badged contractors who are in a service / delivery vehicle
  • Others as pre-arranged and determined by Progress Energy Senior Management
  • NRC personnel

 

‘RNP Outage Parking Passes’ will be distributed to all employees and contractors at Unit 1 & 2 that are badged as of Jan. 2. The passes will be provided to you by your supervisor starting on Jan. 3. Only new contract personnel starting after Jan. 3 will be required to use the offsite satellite parking.

 

Note:  Multiple badged personnel (including contractors) are allowed to come on-site via the ACP as long as at least one (1) individual in the vehicle is in possession of an ‘RNP Outage Parking Pass’ or they are riding with a Progress Energy employee with a white RNP Nuclear badge or a Progress Energy Corporate badge.

 

Who will be required to park offsite:

  • All contractors who possess a RNP Nuclear Security/PAA issued badge (blue badge) and who start after Jan. 3 and do not possess an ‘RNP Outage Parking Pass’
  • Visitors who are processing for RNP unescorted access or other business needs
  • Any employee who prefers to utilize satellite parking may do so with a valid badge

 

 

Personnel are encouraged to carpool if possible.  In addition, personnel working in support organizations are encouraged to stagger work start times with prior supervisor approval.

 

This park and ride plan will assist the site in accommodating approximately 2,100 people at the height of RO-27.   As we continue to work together towards a successful refuel outage, I would like to thank you for your support of the many logistical changes necessary to accommodate the number of people scheduled to arrive.

Bartlett Nuclear and Progress Energy would like to express our thanks for your choice in coming to help us in our upcoming outage.

Bartlett is extremely proud of the long standing relationship we have here at H.B. Robinson. Each of those 16 years mentioned above, Bartlett has been part of that team. We take a lot of pride in the way our team members are part of the day to day operation of the plant. Bartlett supplies all the Contract Radiation Protection and Decontamination Services as well as Housekeeping and Grounds Maintenance. The very first day you come on site you will see that pride showing with freshly mown grounds, clean well maintained facilities and people ready and willing to make your stay an enjoyable one. Each of us look forward to meeting new friends, working with the regulars and starting on the journey to make RO-26 the most successful outage to date.

Outage Information

 

The outage scheduled to begin at 0000 hrs on 04/17/10. The duration is 33 days. Your recruiter will have the latest information on scheduled layoffs and possible additional work at other sites.

NOTE:

 Please check this blog often and contact your recruiter or me for any changes that may have occurred to the outage schedule.

Staffing Dates:

01/11/10                                 1 Sr RP and 1 18.1 RP

03/29/10                                 2 Decon Supervisors

04/11/10                                 All remaining positions

All personnel will report to the Information Center at 0700 hrs. You will need 2 forms of identification and will be directed to park in an area outside the fence until you have either a site badge or your full clearance comes through.

REMINDER

The plant is located in a relatively small town and the police force in the surrounding communities are very aware of the influx of people for the outage. Please obey the posted speed limits.

DRESS REQUIREMENTS

Personnel are expected to come to work with a collared shirt with at least ¼ length sleeves and long pants.  Blue jeans are ok providing they are in good repair. Shoes must have leather uppers and a sturdy sole, tennis shoes are not allowed. Any ANSI safety shoe will meet this requirement.

CELL PHONES

Cell phones are allowed on site but cannot be used in the work place. After getting to work phones must be stored in the break room or locker and can only be used while on break.
