Personnel errors often occur because people are unsure or unaware of the management expectations in the area of Security. To help reduce errors, management’s expectations in the area of Security are listed below. If you have any questions on these expectations do not hesitate to contact your supervisor/liaison or a member of the Security Force.
- Doors: Before leaving the area, verify the door is physically secured by pushing AND pulling on the door. If you leave the area when the door is NOT physically closed and secured, an alarm is generated. A Security Force Member (SFM) will be dispatched to respond to the alarm. IF the door is found open upon SFM arrival, a loggable event will be reported to the NRC. The individual badging into the card reader for this door will be contacted by a SFM to determine why the door was left unsecured. If you check a door and cannot get the door to secure, remain at the door until a SFM arrives!
Typical excuses for not verifying a door is physically secured after use are:
- Hands were full,
- Thought “my buddy” was going to check it, or I thought I checked it,
- Forgot (need to remember where you are – a Nuclear Power Plant),
- Distracted; going on/coming back from break/lunch break
If you are responsible for leaving a door unsecured, your immediate supervisor/liaison will be notified. A Condition Report will be filed and your access rights to the station will be reviewed.
NOTE: It is a good practice and a site expectation that you verify ALL doors are closed/secure behind you, not just alarm doors.
- Badges: Always properly display your ID badge when on site. Proper display means the badge is on the upper front half of the body, outermost garment with your picture displayed. (Badge may be covered when entering containment). All badges must be attached to STATION approved lanyard ( see Access Authorization Group for lanyards), no YoYo devices are allowed to be attached to your site badge. Do not leave your badge in your locker. Do not remove your badge when removing your coat, that is why lanyards are provided. You are responsible for the maintenance of your badge: inspect the plastic for tears, cracks (taping is not recommended) and ensure the lanyard is not frayed or worn. If you discover that your badge is lost, contact security immediately at ext. 8300 and stay where you are. If you find a badge, take control of the badge and notify security immediately at ext.8300.
When escorting a non-badged employee (Visitor), Escorts must stay in control of the visitors at all times. Follow the escort to visitor ratio requirements of 10 visitors in the Protected Area and 5 visitors in the Vital Areas to each escort. Escorts must stay within sight of the visitors and also be able to physically control their movements. Example: You can see them 30 yards away working in the yard but can you physically control their movement if they walked away? The answer is NO this is not proper control! Stay in close proximity to them also.
- Vehicle Keys: All vehicles within the Protected Area must be immobilized when left unattended.
If you are authorized to operate a vehicle in the Protected Area without a Security Officer escort, YOU MUST remove and control the vehicle keys each time you leave the vehicle unattended. Do not leave the vehicle engine running without being in the vehicle. This privilege may be revoked if the vehicle is found uncontrolled. Do not park any vehicle within 20 feet of the Protected Area fence or buildings. Vehicle keys will be signed in and out and keys handed into security. Security must be notified if keys are transferred to another person.
All visitor vehicles and some designated vehicles require a security escort when in the Protected Area. Security must be present when these vehicles are operating within the Protected Area. If you are unsure if a security escort is required, contact the Security Shift Supervisor at ext. 7449 PRIOR to operating the vehicle.
- Cell phones, Cameras and other Prohibited Items: Cell phones are allowed to be brought on site by badged employees. The phones shall be turned off in the power block due to RFI concerns. Visitors have to have authorization to bring a cell phone into the Protected Area.
Cameras are not allowed on site without a permit that must be approved by the Manager of Protection Services. Badged personnel may use a company camera for work related purposes only and must not take pictures of Security related devices. (Pictures should be looked over by Security prior to making hard copies or sending out electronically). Only badged personnel can bring cell phones and other devices with camera capabilities on site. The camera capability cannot be used on site.
Prohibited items such as ammunition, firearms, weapons, explosives, fireworks, drugs and alcohol are not allowed in the Owner Controlled Area or within the Protected Area. All individuals are responsible to ensure these items are not brought on-site. Check your vehicle, pockets, backpacks, purses and lunch pails prior to leaving for work. Some prohibited items can easily be forgotten in trunks, truck beds and handbags and inadvertently brought on-site.
- Access Levels: Access to work areas in the plant is assigned at the time your badge is issued based upon your work assignment and need. If you are unsure if you have the access to an area “normally not entered by you” or “need/work scope has changed”, DO NOT swipe your badge in the card reader, call CAS (x8300) and give the door number or area, the number on the front of your badge, and request them to check if you have access to this area. DO NOT follow an individual through a door without properly using your badge and verifying a green light for your badge transaction (remember – green means go). Failure to do so is called tailgating. Tailgating is a loggable event. A Security Officer will be dispatched to respond to tailgating and the “tailgater” will be removed from the area. If you do not receive a green light DO NOT enter the area and call CAS (x8300). If you are following someone through a door you must wait until the green light stops blinking from the previous badge transaction before you can swipe your badge in that card reader. Remember, you need to see the green light indication “prior” to passing through a card reader door.
- Security Checkpoint: To enter the Kewaunee Power Station everyone must go through the Security checkpoint. All persons coming in WITHOUT an issued picture badge must pull over to the right lane. You will be processed in by Security off a list. They will need to see your picture ID to do this. After your badge has been issued to you, when coming in you can stay on the access road (main lane) and approach the checkpoint. You must STOP at the checkpoint and follow the officers direction. Have your picture badge ready and your window open so the badge can be checked with a scanner. Your vehicle is also subject to search and if you are selected or the vehicle meets our requirements it will be searched by a Security Officer with the use of electronic devices. Drive slowly in the area of the checkpoint at all times due to Security personnel on foot in the area. Please obey all traffic signs and speed limits while on site.
7. Escorting Visitors: Do not attempt to process a visitor into the Protected Area through the turnstiles or door in the Security building. Security needs to be present to assist with the process. Instructions for processing visitors through doors within the plant are located on the card that the escort wears while escorting.
